Character > Skills
Skills represent training, practice and knowledge you can always fall back on. These provide a guaranteed bonus to any test that uses them and that bonus grows with every rank you gain. Skills are highly specialised as a trade-off for this concentrated power however, and each one only benefits one specific group of actions. By contrast, Traits can improve your Passives and multiple Skills simultaneously, but provide smaller, less predictable bonuses.
